I do a lot of this work.  An old domain that once was producing no longer ranks on search.  Examples:

888-929-4424 RV Financing – New or Used RV Financing 5th Wheel Moto...

888-929-4424 RV WARRANTY - NEW OR USED RV WARRANTY 5TH WHEEL MOTOR ...

It is really not that hard.

1.  Put the site into the open source Content Management system WordPress - it is an SEO machine
2. Install the Plugin All-in-one-SEO - use default settings except enable Key Words
3. Follow my SEO rules in the General settings, All-in-one-SEO settings, and a post, like the ones above.
4. Add a link to the footer with the key words (IE: link to yourself always)
5. Digg, Facebook, Twitter and otherwise share and spread around the post, optimized like the ones above.
